Push the Bush
I believe that the House Judiciary committee should consider preparing a presidential censure resolution to start the push back against the Bush war escalation. If the Bush intention (and it is) is to ignore the will of the American people, then he should have to pay some kind of political price for that. I think it is clear that he can't be embarrassed but there should be a concerted effort to use all available means to call attention to the disregard of the public's wishes. A presidential censure motion might get the debate into higher gear a bit faster. Just an idea.
